Technical Quality Engineering Specialist – Upstream

Contract Duration: Contract Hire / 3 Years with possible extension

Job Purpose

Provide Quality Assurance and control leadership during tendering, assessing, manufacturing, inspection and installation of goods and services for Major Project.

Key Result Areas:

Quality Risk assessments for all the operations and business, Onsite evaluation for the technical capabilities of vendors and contractors (Mills, manufacturing Facilities, etc)
Participate in the facilitation of Major Project Reviews (e.g., Design, Construction, and Installation Readiness Reviews, Independent Project Reviews...etc.);
Responsible for reviewing and maintaining the Projects Quality Management system (PQMS)
Provide consistent reporting to Company Management team on Quality performance of existing projects and highlight key concerns and mitigations.
Actively plan and execute compliance audits on existing projects to assure compliance to Company management Systems and Contract requirements.
Actively participate in existing projects Audits and surveillance programs to ensure projects requirements are cascaded down to Contractor, Sub-Contractor and vendors.
Providing subject matter expert service (SME) to Projects regarding quality management systems development and implementation.
Providing SME input to current projects to contractor plans and procedures that impact quality.
Providing SME input to Company during contract preparation, tendering and bidder's evaluation stages.
Assisting current project and approving quality practitioners, including monitoring resource performance.
Working closely with all Projects with determining the criticality levels for inspection of materials and activities and establishment of PMT oversight.
Support existing and future projects with evaluation of the quality capabilities of contractors, Sub-Contractors, vendors and Sub-vendors.
Developing standard Control processes aligned with Company quality strategy, for use by Projects, and verifying they are followed; i.e. Quality Tool Kit Development. Work closely with existing projects and other Company groups to leverage lessons learned and implement improved contacts, specifications, plans, processes and procedures.
Ensuring the establishment of an integrated document control system for the identification, retrieval, protection, collection, storage and disposition of records prepared by PMT, contractor and vendors.
Assisting Projects with establishing the level of verification of deliverables offered for acceptance, based on their criticality, ITP and inspection;
Assisting Projects with evaluation of bidders' proposed quality management processes;
Participation in PMT Quality investigations and root cause analysis as directed by Technical Quality Manager
Plan and execute Quality workshops driven to support the improvement of Quality management systems as implemented by the existing projects.
Provide and document alt training in the projects Quality Management System. Identification of trends derived from Audits, NCRs and CARS and implement improved management system controls.
Provides mentoring and instruction to Qatari nationals in support of company Qatarization initiatives.
Responsible for creation of documented quality requirements for control of manufactured goods, fabrication and construction of project systems.
Review of technical specifications including Project and Contractor quality management programs, inspection plans, inspection procedures, welding procedures, and special processes.
Provide Technical Consultation for non-destructive testing, quality management and inspection activities.
Review of Technical Queries and Specification Deviation Requests.

Knowledge Skills and Experience:

Sc./B.Eng. Degree or equivalent from an accredited and recognised university with minimum of 15 years of experience in the oil & gas industry
Minimum of 25-30 years upstream oil & gas work experience preferably with worldwide-integrated oil companies, Minimum of 5 years in Supervisory or Managerial positions. Formal advanced leadership training. ASQ Certified Quality Manager.
Formal courses and certification in IS09001/APl QI/AQPI Q2 Quality Management Systems, ASNT Non-Destructive Testing, Maintenance and Inspection, Welding Courses, Quality System Documentation and Continual Improvement Processes.
